Maximizing Voter Turnout

In addition to maximizing the pool of candidates competing in the primaries, minimizing the influence of money, and giving talent a chance to be demonstrated and rewarded, another legitimate objective is maximizing voter turnout. If one accepts that the Graduated Random model will make races more competitive, this in itself should increase voter turnout. Voters tend not to turn out when a nomination has already been locked up. This was one of the virtues touted for the Delaware Plan, so it is not unreasonable to make the same claim for the Graduated Random System.
